On the Issues

REPRODUCTIVE RIGHTS:

Mullin is proudly pro-choice. In California, he co-authored legislation to protect women from prosecution for their own pregnancy outcomes and supported an amendment that would enshrine the right to choose in the state’s constitution. In Congress, Mullin will oppose attempts to restrict or criminalize abortion access and vote to codify Roe v. Wade into federal law.[vii] He called the leaked Dobbs decision part of a “coordinated right wing attack on women’s rights.”[viii]

ECONOMY, JOBS & TAXES:

Mullin’s “Economy for All” agenda includes four main points: affordable housing, transportation funding, childcare and early childhood development, and workforce development. He has advocated for expanding the Workforce Opportunity & Investment Act to help workers transition into more tech-focused industries and the clean energy economy. He will also push for more apprenticeship programs in the building trades and other industries.[ix] Mullin will fight for “real tax fairness” that sees billionaires pay their fair share, including provisions that would repeal the Trump-era corporate tax cuts, increase taxes on wealthy Americans, and close loopholes that allow tax avoidance.[x] [xi]

HEALTHCARE & SOCIAL SAFETY NET:

Mullin is a strong advocate for single-payer healthcare but would be open to having a system of nonprofit providers “underline a Medicare for All umbrella.”[xii] In California, he worked to pass legislation that expanded healthcare access to undocumented immigrants, funded innovative approaches to behavioral healthcare, and made public employees’ spouses and children eligible for long-term care plans.[xiii] He has advocated for greater investment in childcare programs and paid family and medical leave, as well as programs that expand access to mental healthcare.[xiv] [xv] In Congress, he will also focus on “real progressive solutions” to lower the cost of prescription drugs, including allowing Medicare to negotiate prices directly with drug manufacturers.[xvi]

IMMIGRATION & BORDER SECURITY:

Mullin supports a pathway to citizenship for undocumented immigrants and more funding for immigration courts.[xvii] He has voted for bills to expand Medi-Cal eligibility to low-income adults regardless of immigration status, prohibit prisons from working with ICE contractors, authorize certain tax breaks for undocumented families, require state oversight of unaccompanied undocumented minors, authorize Medicaid benefits for undocumented children, establish a statewide sanctuary policy, and prohibit law enforcement from detaining individuals solely based on immigration status.[xviii] Mullin also cosponsored measures that would authorize driver’s licenses for undocumented immigrants and prohibit landlords from disclosing the immigration status of their tenants.[xix]

CRIME & PUBLIC SAFETY:

Mullin supported a 2020 measure that would prohibit California from seeking a criminal conviction or sentence on the basis of race or ethnicity.[xx] Notably, he has voted for several criminal justice reform bills while serving in the California State Assembly, including ones that would prohibit law enforcement agencies from authorizing certain restraint techniques, prohibit police from using tear gas on protestors, limit the length of probation terms, establish restitution for victims of police violence, require law enforcement agencies to receive approval before acquiring military-grade equipment, amend money bail procedures, and modify restraining order regulations.[xxi]

GOVERNMENT INSTITUTIONS & ELECTION SECURITY:

Mullin believes democracy is under attack in “red states across America” by “MAGA extremists trying to undermine free and fair elections.”[xxii] Election reform and strengthening democracy have been among Mullin’s top priorities in the California State Assembly. He authored a bill that would end “dark money” in politics and helped pass universal vote-by-mail. He also co-authored a bill that would automatically register Californians to vote.[xxiii] He supports both the For the People Act and the John Lewis Voting Rights Act.[xxiv]

EDUCATION:

Mullin believes student loans should be forgiven, but likely not for well-off individuals or those who have landed high-paying jobs.[xxv]

CLIMATE CHANGE, ENERGY & ENVIRONMENT:

Mullin has called for a “Marshall Plan-level effort” to address climate change and has endorsed a carbon tax.[xxvi] In California, Mullin was an architect of a $3.7 billion package to combat climate change, helped secure the largest climate investment in state history, and authored a bill to fight sea level rise. In Congress, he has pledged to build on these accomplishments and prioritize “bold climate action” like the Green New Deal.[xxvii] He will also work to end the sale of new gasoline motor vehicles by 2035, electrify public transit, and expand efforts to aid in the transition of workers away from non-renewable industries.[xxviii] [xxix]

BIG TECH & DATA PRIVACY:

Mullin has highlighted San Mateo County’s tech sector throughout his 2022 congressional campaign.[xxx] In June 2019, Mullin praised Google for “stepping up” after the company announced it would contribute $1 billion toward fighting the Bay Area’s affordable housing crisis.[xxxi]

GUN SAFETY:

Mullin has called for restricting assault weapons and improving access to mental health resources as ways to reduce mass shootings.[xxxii] He co-authored a bill that would create a private right of action against gun manufacturers and has voted for several other gun safety measures, including ones that would prohibit the marketing of firearms to minors, limit the manufacture of ghost guns, require handgun microstamping, prohibit purchasing more than one gun per month, authorize gun violence restraining orders, prohibit large-capacity magazines, require background checks to purchase ammunition, recommend Congress refrain from concealed carry reciprocity, and urge the federal government to pass universal firearm safety regulations.[xxxiii] [xxxiv] He received an “F” rating from the NRA and has been endorsed by Moms Demand Action.[xxxv] [xxxvi] FOREIGN POLICY: Mullin has said Russia’s invasion of Ukraine is “bordering on genocide” and has called on the US to continue to supply Ukraine with weaponry.[xxxvii] He supported President Biden’s decision to ban the import of Russian oil.[xxxviii] Notably, in 2014, Mullin was one of several California State Assemblymembers to participate in a trade mission to China, where they reportedly promoted efforts to reduce greenhouse gas emissions. The trip was organized by ChinaSF, an economic development organization that helps Chinese companies establish themselves in San Francisco, and vice versa.[xxxix] In 2017, he praised a Chinese real estate developer after it prop
