REPRODUCTIVE RIGHTS:
Gray believes abortion is a decision that should be made between a woman and her doctor and would vote to codify Roe v. Wade into federal law. [vii] [viii] As a member of the California State Assembly, Gray voted for a number of bills aimed at protecting a woman’s right to choose and expanding access to reproductive health services, including legislation that would prohibit tech companies from disclosing abortion information to out-of-state law enforcement agencies, establish the California Reproductive Health Equity Fund & Program and the Abortion Practical Support Fund, reduce the cost of abortion, prohibit the recognition of out-of-state abortion lawsuits, prohibit the suspension of medical licenses for performing abortions, and prohibit state legislation on access to abortion and contraception. IMMIGRATION & BORDER SECURITY:
Gray believes both parties “have failed to fulfill their promises on the border,” but has blamed the Republican-controlled U.S. House of Representatives on the lack of progress on immigration reform. [xxv] [xxvi] He supports a pathway to citizenship for undocumented immigrants living in the U.S. illegally as long as they have not committed a crime since arriving and will work to protect DREAMers by reauthorizing and expanding DACA. [xxvii] [xxviii] He also supports increasing the number of border patrol agents. [xxix] Gray does not support E-Verify being required for all private employers. [xxx] While serving as a member of the California State Assembly, Gray supported legislation that would authorize DREAMers to participate in County Central Committees, expand Medi-Cal eligibility to low-income adults regardless of immigration status, authorize Medicaid for undocumented families, prohibit California prisons from working with ICE contractors, authorize undocumented immigrants to be eligible for health coverage, authorize undocumented immigrants to receive professional licenses, authorize driver’s licenses for undocumented immigrants, and prohibit landlords from disclosing the immigration status of tenants. ECONOMY & JOBS:
Gray has called for more federal spending on infrastructure and has supported measures that would expand paid family and sick leave in California. [liii] [liv] [lv] [lvi] [lvii] He also voted for a bill that would authorize collective bargaining for childcare workers. [lviii] [lix] Notably, Gray voted against legislation that would increase California’s minimum wage and opposes California’s Prop 32, which would raise the state’s minimum wage to $18 an hour, and believes “wages need to be appropriate for the regions.” [lx] [lxi] [lxii] [lxiii] He also voted against a bill that would require employers to designate the majority of freelancers or gig workers as employees. [lxiv] [lxv]
TAXES:
Gray has criticized the “loopholes and tax cheats that cost our country billions of dollars every year.” [lxvi] Gray supported measures that would prohibit localities from levying taxes on groceries and increase gas and vehicle taxes to pay for road and bridge repairs. [lxvii] [lxviii] [lxix] [lxx] Gray would also work to eliminate the SALT deduction cap enacted as part of the Tax Cuts & Jobs Act. [lxxi] Notably, he did not vote on a 2019 bill that would increase income taxes for California residents who earned more than $1 million per year. [lxxii] [lxxiii]
CRIME & PUBLIC SAFETY:
According to his campaign website, Gray helped secure funding to create the VIPER program, which he claimed resulted “in the arrest of 50 gang leaders and confiscation of weapons and ammunition from the streets.” [lxxiv] He also helped secure $1 million for the UC Merced police force and worked with law enforcement to ban the use of chokeholds “without jeopardizing officer safety.”[lxxv] Gray opposed California’s “zero bail” proposal and Prop 47, which reduced sentencing and allowed criminals back on the streets before rehabilitation had been completed. [lxxvi] During his time in the California State Assembly, Gray supported several measures aimed at addressing criminal justice issues, police violence, and holding law enforcement accountable, including legislation that would expand the public’s access to police records, require criminal records for individuals never convicted to be expunged, prohibit the release of certain juvenile police records, prohibit racial discrimination in criminal courts, and establish the Caution Against Racially Exploitative Non-Emergencies (CAREN) Act, which would prohibit discriminatory emergency calls. [lxxvii] [lxxviii] [lxxix] [lxxx] [lxxxi] [lxxxii] [lxxxiii] [lxxxiv] [lxxxv] [lxxxvi] Notably, Gray opposed legislation that would prohibit the transfer of police officers following misconduct convictions, authorize counties to establish a Sheriff Oversight Board, require California law enforcement agencies to receive approval before acquiring military-grade equipment, repeal a law requiring citizens help police, authorize parole for juvenile offenders with life sentences, authorize early release for certain prisoners in solitary confinement, and require police officers to file detailed reports of every stop and search. CLIMATE CHANGE, ENERGY & ENVIRONMENT:
Gray believes climate change is real and has argued that we have “got to be serious about finding our transition to a clean energy world.” [ci] [cii] However, he has argued that government mandates “don’t work” and opposes California’s mandate that would force new vehicle buyers to purchase electric vehicles, arguing it is “something that can be handled in the marketplace.” [ciii] [civ] In the California State Assembly, Gray voted for bills that would increase tax rebates for electric vehicles, establish new energy relief and environmental programs, extend the California Environmental Quality Act to private schools, and appropriate funding for hybrid and zero emission vehicle use. [cv] [cvi] [cvii] [cviii] [cix] [cx] [cxi] [cxii] Notably, Gray opposed legislation that would establish the California Climate Crisis Act, extend California’s cap-and-trade policies, increase the state’s renewable energy target, require all new self-driving cars to be zero-emission by 2030, prohibit exhaust and emissions from certain vehicles, require California to maintain net negative greenhouse gas emissions after achieving net-zero, increase penalties for oil spills, rescind the federal freeze on environmental deregulations, prohibit single-use plastics for personal care products at lodging establishments, reduce greenhouse gas emissions levels, and prohibit retailers from using single-use carryout bags. FOREIGN POLICY:
Gray believes the U.S.’s inconsistency on international affairs has contributed to global issues that put American troops at risk. [cxxxiii] He has also said the “most dangerous issue” in U.S. foreign policy “is the fact that people can’t seem to count on America anymore to keep its word” or its commitments, “whether it’s climate accord, whether it’s our commitment to NATO, whether it’s our commitment to our ally Israel.” [cxxxiv]
HEALTHCARE & SOCIAL SAFETY NET:
Gray believes the Affordable Care Act “has an insurance premium problem” and has advocated for providing additional premium assistance to bring down costs, strengthening tax incentives for employers to offer high-quality healthcare coverage, and investing in rural areas that lack healthcare access. [cxxxv] He also supports allowing the federal government to negotiate drug prices in bulk. [cxxxvi] Gray opposes cutting Medicare and Social Security, arguing it would be unacceptable for people to not receive the benefits they have earned. [cxxxvii] As a member of the California State Assembly, Gray supported legislation that would require citizens to purchase health insurance, require large group health plans to cover medically necessary prescription drugs, establish a statewide individual mandate program for health insurance, require health insurance plans to make coverage available to their members’ dependent parents, limit the amount of opioids that can be prescribed to minors, and allow the state to contract with drug manufacturers to produce low-cost generic drugs. DEMOCRACY:
Gray believes the electoral systems “worked as intended” in 2020 and has argued that not liking the outcome of an election “doesn’t mean it was fixed, corrupted or hacked.”[cl] In January 2021, Gray co-sponsored and voted for a resolution that called on President Donald Trump to be removed from office for inciting the January 6 Insurrection at the U.S. Capitol. [cli] [clii] He also voted for a joint resolution that would urge the Select Committee investigating the insurrection “to uncover the facts, circumstances, and causes relating to the attack, and honor the individuals who died or were injured as a result of the attack.” [cliii] [cliv] Gray supported legislation that would authorize vote by mail absentee ballots, authorize the continuation of mail-in ballots, require presidential candidates to release their tax returns, authorize free postage for vote by mail, and authorize same day voter registration. [clv] [clvi] [clvii] [clviii] [clix] [clx] [clxi] [clxii] [clxiii] [clxiv] He also voted for a joint resolution that would request a United States Constitutional Convention to pass an amendment overturning the U.S. Supreme Court’s Citizens United decision. SOCIAL ISSUES:
Gray supports equality and has advocated for federal legislation that protects same-sex marriage. [clxix] As a member of the California State Assembly, Gray voted for bills that would recognize nonbinary as an official legal gender, require state boards and committees to be more diverse, establish one credit of racial and ethnic studies as a high school graduation requirement, and establish a task force to study and develop reparation proposals for African Americans.[clxx] [clxxi] [clxxii] [clxxiii] [clxxiv] [clxxv] [clxxvi] [clxxvii] Notably, Gray voted against legislation that would require retailers and department stores to have a gender neutral section.
