ON THE ISSUES

REPRODUCTIVE RIGHTS:

Min believes there should be “no compromises when it comes to women’s access to abortion and contraception” and that women should have “full autonomy over their own bodies and their ability to make their own healthcare decisions.”[vi] According to his campaign website, Min helped write California’s Proposition 1, which codified abortion rights in the state Constitution.[vii] [viii] As a member of the California State Senate, Min has voted for a number of bills aimed at protecting a woman’s right to choose and expanding access to reproductive health services, including legislation that would prohibit health insurers from penalizing doctors who perform an abortion procedure, prohibit tech companies from disclosing abortion information to out-of-state law enforcement agencies, establish the California Reproductive Health Equity Fund & Program and the Abortion Practical Support Fund, reduce the cost of abortion, prohibit the recognition of out-of-state abortion lawsuits, expand the list of who can perform abortions, prohibit the suspension of medical licenses for performing abortions, and prohibit state legislation on access to abortion and contraception.[ix] [x] [xi] [xii] [xiii] [xiv] [xv] [xvi] [xvii] [xviii] [xix] [xx] [xxi] [xxii] [xxiii] [xxiv] [xxv] [xxvi] He also voted for a bill that would expand protections for reproductive care and specify that every individual in California has the fundamental right to choose to bear a child or have an abortion.[xxvii] [xxviii] Additionally, Min supported a 2024 measure that would authorize Arizona abortion providers to establish offices in California and provide immediate care to patients from Arizona who traveled to California to receive abortion services.[xxix] [xxx] In Congress, Min will support codifying Roe v. Wade into law and work to take back the federal judiciary “from the extremist MAGA judges who are rewriting the Constitution to attack the rights of women.”[xxxi]

IMMIGRATION & BORDER SECURITY:

Min supports DREAMers and has called the idea of ending the DACA program “lazy, bad policy.”[xxxii] [xxxiii] He would have voted for the bipartisan Secure Our Border Act but opposes Trump’s mass deportation plan, which he has called “blatantly unconstitutional” and “counterproductive for public safety.”[xxxiv] While serving as a member of the California State Senate, Min has supported legislation that would authorize DREAMers to participate in County Central Committees, expand Medi-Cal eligibility to low-income adults regardless of immigration status, establish a state program to pay undocumented workers unemployment benefits, and authorize food assistance benefits for undocumented immigrants.[xxxv] [xxxvi] [xxxvii] [xxxviii] [xxxix] [xl] [xli] [xlii]

ECONOMY & JOBS:

Min has been a champion for small businesses in the California State Senate, authoring the Small Business Relief Grant Program that allocated more than $4 billion in relief grants to small businesses hit hard by the COVID-19 pandemic, as well as a law to address predatory lending. He has fought to reduce the regulatory burden for small businesses and address hidden junk fees.[xliii] Min has also supported efforts to expand paid family and sick leave in California and voted for bills that would allow state legislative staff to unionize and increase the minimum wage for healthcare workers to $25 per hour. [xliv] [xlv] [xlvi] [xlvii] [xlviii] [xlix] [l] [li] [lii] [liii] He has called for investigating allegations of price gouging and market manipulation and supported the Inflation Reduction Act passed by Congress in August 2022.[liv] [lv]

TAXES:

Min has said the concept of trickle-down economics “simply doesn’t work” and has argued for rolling back tax cuts for the wealthiest 1%.[lvi] [lvii] He believes the tax policies implemented by Trump’s Tax Cuts & Jobs Act have been “ruinous for our fiscal standing” and negatively impacted U.S. economic growth.[lviii] In Congress, Min will oppose efforts to extend the Tax Cuts & Jobs Act or make its changes to the SALT deduction permanent.[lix]

CRIME & PUBLIC SAFETY:

According to his campaign website, Min has “worked closely with local law enforcement to combat rising crime” and authored legislation to address rider safety on public transit and procure $1 million for local police to help keep communities safe.[lx] During his time in the California State Senate, Min has supported several measures aimed at addressing police violence and holding law enforcement accountable, including legislation that would prohibit police departments from authorizing certain restraint techniques, prohibit the use of tear gas on protestors, expand the public’s access to police records, and prohibit the transfer of police officers following misconduct convictions.[lxi] [lxii] [lxiii] [lxiv] [lxv] [lxvi] [lxvii] [lxviii] Notably, Min voted against legislation that would require California law enforcement agencies to receive approval before acquiring military-grade equipment.[lxix] [lxx] In Congress, Min will “continue to advocate for a commonsense approach to criminal justice,” one that is “tough on crime but also humane” and that includes “fair and racially neutral policing.”[lxxi] [lxxii]

CLIMATE CHANGE, ENERGY & ENVIRONMENT:

Min believes “we are facing tectonic changes to our basic way of life unless we begin to aggressively reduce our reliance on fossil fuels and turn the tide on carbon emissions.”[lxxiii] According to his campaign website, Min has been a “climate warrior” and authored legislation “to end offshore drilling, preserve and expand our protected open spaces, and aggressively decarbonize our economy.”[lxxiv] Min has voted for bills aimed at safeguarding the environment and combating climate change, including measures that would establish the California Climate Crisis Act and the California Environmental Quality Act, require large companies doing business in California to disclose their climate risk and carbon emissions, establish restrictions on PFAS substances, and appropriate funds for various clean energy programs.[lxxv] [lxxvi] [lxxvii] [lxxviii] [lxxix] [lxxx] [lxxxi] [lxxxii] [lxxxiii] [lxxxiv] [lxxxv] [lxxxvi] He also supported a measure that would require all new self-driving cars to be zero-emission by 2030.[lxxxvii] [lxxxviii]

FOREIGN POLICY:

Min has accused the House Republican caucus of “outrageous fealty” to Russian President Vladimir Putin by preventing or delaying aid being sent to Ukraine. He has accused Russia of conducting a “war of genocide” and has pledged to “100% support all military aid to Ukraine to help defend itself.”[lxxxix] [xc] Min condemned the October 7 Hamas attack on Israel, calling it a “despicable invasion” that amounted to “war crimes.”[xci] However, he has reportedly privately criticized Israeli Prime Minister Benjamin Netanyahu.[xcii]

HEALTHCARE & SOCIAL SAFETY NET:

Min believes healthcare is a human right and supports universal healthcare.[xciii] [xciv] He opposed the Trump administration’s efforts to repeal and replace the Affordable Care Act with “Trumpcare,” which he said would have stripped healthcare coverage from 12 million Americans.[xcv] As a member of the California State Senate, Min voted for a bill that would prohibit obstructing, injuring, harassing, intimidating, or interfering with people in connection with any vaccination services.[xcvi] [xcvii]

DEMOCRACY:

Min has called the January 6 insurrection “horrifying” and condemned President Trump and his supporters for attempting to “utilize the powers of the presidency, coupled with fake electors and violence, to try to overturn the results of the 2020 election.”[xcviii] While serving in the California State Senate, he has introduced legislation to “crack down on these anti-democratic efforts,” including a bill that would authorize the California Secretary of State to remove candidates who have committed insurrection from the ballot.[xcix] He has also supported measures that would establish an independent Citizen’s Redistricting Commission in Sacramento County, amend the signature gathering process for ballot initiatives, authorize a recall election without the approval of the Joint Legislative Budget Committee, authorize the continuation of mail-in ballots for an additional year due to the COVID-19 pandemic, amend the California Election Code to require transparency of contributors and advertisements, require certain local jurisdictions to form independent redistricting commissions by 2030, and authorize same day voter registration.[c] [ci] [cii] [ciii] [civ] [cv] [cvi] [cvii] [cviii] [cix] [cx] [cxi] In Congress, he will support legislation to end stock trading by members of Congress and bolster voting rights.[cxii] Min has called for term limits and “strong accountability measures” on the U.S. Supreme Court and would support “restricting or redirecting congressional funding for the Supreme Court until they agree to a binding and enforceable code of ethics.”[cxiii]

SOCIAL ISSUES:

According to his campaign website, Min has “spoken out forcefully against” MAGA Republicans’ culture war efforts, such as book bans and proposals targeting the LGBTQ+ community.[cxiv] While serving in the California State Senate, Min has supported bills that would establish privacy rights for gender-affirming care, establish state protections for healthcare providers who prescribe gender-affirming care from out-of-state legal action, establish a transgender day of visibility in California, require that there be all-gender restrooms available in every school, and require an individual’s gender identity to be listed on a death certificate.[cxv] [cxvi] [cxvii] [cxviii] [cxix] [cxx] [cxxi] [cxxii] [cxxiii] [cxxiv] He has also supported measures that would prohibit California schools from banning books, prohibit discrimination on hair texture and hair style, prohibit discrimination based on ancestry, and require state boards and committees to be more diverse.[cxxv] [cxxvi] [cxxvii] [cxxviii] [cxxix] [cxxx] [cxxxi] [cxxxii]
