ON THE ISSUES
REPRODUCTIVE RIGHTS:
Mannion touts his work in the New York State Senate to expand contraceptives, protect medical providers delivering reproductive health services, and allow New York to serve patients denied access to reproductive healthcare in their home state. Mannion plans to codify abortion by supporting the Women’s Health Protection Act and opposing “anti-choice legislation,” including efforts to punish medical professionals performing reproductive services. Mannion is endorsed by Planned Parenthood and touts receiving a 100% rating from the group.[iv]
IMMIGRATION & BORDER SECURITY:
Mannion advocates for a strong immigration system that is supported by robust border security. He has criticized congressional Republicans for failing to support a bipartisan Senate immigration bill at the influence of President Donald Trump. He proposes protecting America’s borders by passing a “comprehensive border deal” that increases border and customs personnel, enhances funding for immigration judges, and creates a secure pathway to legal immigration for asylum seekers, DREAMers, and refugees.[v] [vi]
ECONOMY & JOBS:
Mannion co-sponsored New York’s Green Creating Helpful Incentives to Produce Semiconductors (CHIP) legislation, which is projected to bring “tens of thousands good-paying jobs” to the NY-50 state senate district. He is committed to creating new employment opportunities, expanding work force development programs, and making union jobs accessible to ensure economic stability in a changing economy. Mannion also supports investments in infrastructure projects to enhance job opportunities. He advocates for raising the federal minimum wage and indexing the wage to match inflation increases.[vii] Mannion is heavily endorsed by labor unions.[viii]
TAXES:
Mannion touts voting to eliminate state taxes on gas during the COVID-19 pandemic and has expressed commitment to advancing legislation that cuts taxes for middle-class families and small businesses while offering relief to property taxes. He has also supported proposals exempting tip income from taxation.[ix] During an October 2024 candidate debate, Mannion advocated for targeted tax cuts and credits to help families save money. He additionally called for ending the State and Local Tax (SALT) deduction cap, arguing it targets New York. Mannion emphasized that a proper corporate tax structure is essential to ensure residents benefit from potential corporate migration to regions in New York.[x]
CRIME & PUBLIC SAFETY:
Mannion has supported state legislation that imposes strict penalties for repeat offenders and grants judges the discretion for setting bail. He has advocated for increasing mental health services for law enforcement professionals and making cash bail eligible for certain convictions.[xi] [xii] Mannion also supports increasing funding for public safety, including enhancing employment resources for firefighters and the Community Oriented Policing Services program, which prevents gang violence and promotes community partnerships with local law enforcement agencies. Mannion touts creating the first police agency at the Syracuse Hancock International Airport and being endorsed by the Police Benevolent Association of the New York State Troopers.[xiii] [xiv]
CLIMATE CHANGE, ENERGY & ENVIRONMENT:
Mannion advocates for protecting the environment and combating climate change while promoting a clean energy economy. He plans to introduce legislation that reduces greenhouse gas emissions, funds water infrastructure to ensure a clean water supply, and supports a transition to renewable energy that offers affordable energy prices and reliable service. Mannion is endorsed by the environmental organization New York League Of Conservation Voters. [xv] [xvi]
FOREIGN POLICY:
Mannion vows to support congressional legislation that provides economic and military aid to American allies Israel and Ukraine. He advocates for a two-state solution to resolve the Israeli Palestinian conflict, a resolution he believes cannot occur until Hamas releases all hostages held in Gaza.[xvii]
HEALTHCARE & SOCIAL SAFETY NET:
Mannion advocates for safeguarding the Affordable Care Act to increase access to health insurance, including a public option that allows individuals to choose government or private health insurance. Mannion encourages negotiations with pharmaceutical companies to lower drug costs and expanding Medicare coverage for Americans younger than 65.[xviii] He plans to preserve Social Security and Medicare benefits while expanding Medicare coverage to include hearing, dental, and vision.[xix] Mannion touts passing legislation to address drug addiction, which required public state buildings to install “opioid antagonists” like Automated External Defibrillators. He supports increasing resources for addiction treatment and recruiting healthcare workers for substance abuse treatment.[xx]
DEMOCRACY:
Mannion supports term limits that allows House members to serve up to seven terms.[xxi]
SOCIAL ISSUES:
Mannion advocates for the inclusion an Equal Rights Amendment to the U.S. Constitution, which would enshrine protections that ensure equal rights for women. He also supported a state ballot initiative that added a New York Equal Rights Amendment to ban discrimination against individuals based on their gender identity and “pregnancy outcomes,” which was approved by voters during the 2024 general election.[xxii]
