ON THE ISSUES
REPRODUCTIVE RIGHTS:
In an NC Family Voter survey, Harrigan stated that he opposed legislation that would establish a right to abortion in federal law. He is also opposed to abortion providers receiving federal taxpayer dollars. Harrigan believes that Congress should pass a law requiring healthcare practitioners who are present at “a failed abortion attempt” to exercise “the same degree of skill, care and diligence to preserve the life” of the child. [iii]
IMMIGRATION & BORDER SECURITY:
Harrigan has stated that “under President Joe Biden, we don’t have a border. And if we don’t have a border, we don’t have a country.” He has criticized “open borders” as a threat to national security and a cause of gang violence, sex trafficking, drug smuggling, and terrorism. [iv]
ECONOMY & JOBS:
Harrigan has criticized the Biden administration and the “extreme base of the Democratic party” for “runaway spending, out-of-control inflation, crippling grocery prices, and high taxes.” Harrigan has touted his business experience, saying that Congress needs him as “a leader who knows what it’s like to sign the front of a paycheck; a business owner who employs over 50 people and knows how to stick to a budget.” [v] Harrigan stated that he does not support increasing the federal minimum wage. [vi]
TAXES:
Harrigan signed the “No New Taxes” pledge with Americans for Tax Reform. He pledged to oppose and vote against all tax hikes. [vii]
CRIME & PUBLIC SAFETY:
Harrigan has accused the Biden administration and the “radical left” of “abandoning” efforts to protect the public in favor of supporting a “woke mob.” Harrigan stated his intention to “crack down on violent crime, get drug traffickers and gangs off the streets, enforce immigration laws, and put fear back in the minds of criminals.” Harrigan also opposes the establishment of new casinos, which he claims will “create more crime than jobs.” [viii]
CLIMATE CHANGE, ENERGY & ENVIRONMENT:
Harrigan has argued for the need to become energy independent, stating that the United States “can no longer afford to buy oil and other resources from our enemies.” He supports “domestic oil exploration, pipeline construction, fracking, nuclear energy development, solar, wind, coal, and all other forms of energy that America has proven we can produce.” [ix]
FOREIGN POLICY:
Harrigan has called President Biden’s approach to Afghanistan as a “disaster” and “criminally incompetent.” He supports investing in the military and “reestablish[ing] American as a leading superpower.” [x]
HEALTHCARE & SOCIAL SAFETY NET:
Harrigan has limited public stances on healthcare outside of his pro-life opinions. [xi]
DEMOCRACY:
Harrigan supports voter identification laws, saying that “As the right to vote is one of the most sacred foundational responsibilities of our citizenry, we must endeavor that the result be secure and trusted—or we will have lost our country. We must pass election laws that make it easier to vote, and harder to cheat, and that push power down to the local and state levels.” [xii]
SOCIAL ISSUES:
Harrigan has campaigned on upholding “cultural integrity,” saying that he views “conservative values as the bedrock of our nation.” He includes in those values protecting the unborn, standing firm with parental rights, defending women’s sports, and instituting safeguards for religious freedom. [xiii] He has stated that he does not believe federal nondiscrimination laws should include “sexual orientation” or “gender identity.” [xiv]
