ON THE ISSUES
REPRODUCTIVE RIGHTS:
Bynum ran for Congress in part “to defend reproductive rights and codify Roe v. Wade at the federal level.” [v] [vi] As a member of the Oregon House of Representatives, Bynum co-sponsored and voted for a bill that would expand Medicaid to authorize protections for abortion and specify that every individual has a fundamental right to make decisions about their reproductive health, among other provisions. [vii] [viii] She also voted for a 2017 measure that would require private insurance companies to cover contraceptives and abortion services. [ix] [x]
IMMIGRATION & BORDER SECURITY:
Bynum has argued that both parties have “dropped the ball” on immigration reform and believes that any comprehensive reform “starts with a border where the law is enforced, people are treated humanely and with dignity, and family unity is a priority.” [xi] She said she would have supported the bipartisan immigration and border security bill that failed to pass Congress. [xii] While serving in the Oregon House of Representatives, Bynum voted for bills that would expand insurance eligibility to undocumented immigrants not covered by Medicaid, authorize driver’s licenses for undocumented immigrants, authorize the Department of Motor Vehicles to renew and replace limited-term driver’s licenses for DACA recipients whose immigration status may have been altered by changes to federal immigration policy, authorize undocumented students to continue to receive financial aid, scholarships, and lower tuition costs, expand and strengthen the state’s sanctuary law, and amend state immigration laws by replacing the term “alien” with “non-citizen.” [xiii] [xiv] [xv] [xvi] [xvii] [xviii] [xix] [xx] [xxi] [xxii] [xxiii] [xxiv]
ECONOMY & JOBS:
Bynum has argued that the “economic crisis of housing affordability” is a top issue for people in her state. [xxv] She believes that the country cannot thrive “unless our local economies thrive,” and will work to create jobs, support small businesses, and bring down the cost of living. [xxvi] According to her campaign website, Bynum “led on passing the Oregon CHIPS Act, the most pro-business, pro-worker, pro-Oregon collaboration in history.” [xxvii] She has also supported legislation that would expand workforce development and diversity initiatives, require 12 weeks of paid medical leave, reduce the retirement age for certain firefighters and police from 60 to 55 years of age, establish a worker’s right to participate in labor unions, and establish a new state program to award eligible employers funds for overtime compensation requirements. TAXES:
Bynum opposes extending the Trump tax cuts, claiming they went primarily to “the top 1 percent of the 1 percent” and accuses President Trump and Republicans of “robbing this country blind.” [xxxviii] She has voted for legislation that would authorize a ballot measure to increase Oregon’s tobacco taxes, increase business taxes to enhance school funding, extend a cell phone tax to pay for public broadband projects, and amend Oregon’s corporate tax code. [xxxix] [xl] [xli] [xlii] [xliii] [xliv] [xlv] [xlvi] Bynum also co-sponsored a 2023 measure that would establish a refundable child tax credit in Oregon for households that make less than $25,000 per year. CRIME & PUBLIC SAFETY:
Following the murder of George Floyd and the conviction of his killer, Bynum stated, “Police accountability must be improved and this system of racial superiority must be dismantled.” [xlviii] As a member of the Oregon House of Representatives, Bynum introduced or co-sponsors several criminal justice and police reform bills, including legislation that would establish a legal process for wrongful conviction compensation, increase police training on identifying hate crimes based on gender, prohibit the use of chokeholds by law enforcement officers, establish a Joint Committee on Transparent Policing & Use of Force Reform, require police officers to intervene when a fellow officer is engaging in misconduct, establish an online database of suspended police officers, prohibit the use of tear gas for crowd control, amend law enforcement arbitration regulations, and prohibit peace officers from using force by applying pressure on a suspect’s throat or neck. [xlix] [l] [li] [lii] [liii] [liv] [lv] [lvi] [lvii] She also supported measures that would limit the circumstances that an individual could be charged with interfering with an officer, re-criminalize drug possession, establish the Oregon Public Defense Commission within the state Judicial Branch, classify domestic terrorism as a felony, increase police training on identifying hate crimes based on gender, establish procedures for the expungement of marijuana related convictions, and prohibit police from stopping drivers due to a defective tail light, headlight, or brake light. CLIMATE CHANGE, ENERGY & ENVIRONMENT:
Bynum has sponsored legislation in Oregon to make the state “the clean energy hub in the country” and voted for legislation that would establish zero-emission vehicle use goals, establish an Oregon Department of Transportation program to reduce emissions, prohibit single-use plastic straws at restaurants unless asked for, limit the number of onshore exploration sites and oil wells, establish a cap-and-trade program, establish a temporary ban on fracking, and appropriate funds to education providers and Native American tribes that contribute to cleaner air. [lxx] [lxxi] [lxxii] [lxxiii] [lxxiv] [lxxv] [lxxvi] [lxxvii] [lxxviii] [lxxix] [lxxx] [lxxxi] [lxxxii] [lxxxiii] She also co-sponsored a 2024 bill that would prohibit the Oregon State Treasurer from investing in companies that deal in thermal coal. [lxxxiv] In Congress, she will expand on this work to reduce our carbon footprint and create good-paying union green energy jobs. [lxxxv]
FOREIGN POLICY:
Bynum believes “in the safety and security of our democratic ally Israel,” but says the U.S. must “protect innocent Gazans and humanitarian workers.” [lxxxvi] She has called for an immediate ceasefire and agrees with “the long history of bipartisan support for a two-state solution that advances the goal of peace.” [lxxxvii]
HEALTHCARE & SOCIAL SAFETY NET:
Bynum believes that no one “should be a medical emergency away from bankruptcy” and will work to protect Medicare, expand Medicaid, and lower the cost of prescription drugs. [lxxxviii] While serving in the Oregon House of Representatives, she worked to expand access to healthcare and mental health services. [lxxxix] Bynum has supported legislation that would authorize a ballot referendum vote on universal health care, establish the Universal Health Plan Governance Board, require the Oregon Department of Human Services to adopt certification standards for home-based caregivers, establish standards for non-profit hospitals, prohibit all religious and philosophical vaccination exemptions, authorize healthcare providers to make decisions for end of life patients, expand access to substances that can stop overdoses and treat addiction, require hospitals to provide Narcan, and reduce the unfunded liability of the state’s Public Employees Retirement System. [cvi] [cvii] [cviii] [cix] [cx] [cxi] [cxii] In Congress, she will work to increase investments into food assistance programs like SNAP and WIC. [cxiii]
DEMOCRACY:
Bynum believes President Biden won the 2020 election “fair and square” and has called President Trump’s attempts to overturn the election “reprehensible.” [cxiv] She criticized her Republican opponent for defending “the mob at the Capitol,” claiming those arrested after the insurrection were being “held without due process,” and blaming “the media instead of the one person actually responsible for the violence: Donald Trump.” [cxv] Bynum says she has “consistently advocated for measures that protect and expand access to the ballot box” and has pledged to support the John Lewis Voting Rights Advancement Act and the For the People Act. [cxvi] She has supported legislation that would establish a cap on individual campaign contributions, require the disclosure of organizations giving certain monetary donations to campaigns, require the Secretary of State to translate voter pamphlets into the ten most common languages spoken in Oregon, require ballots returned by mail to be postmarked by the date of the election, prohibit individuals from intentionally communicating false election information, require the state to pay for ballot return envelopes, and authorize interstate agreement to elect the president by popular vote. SOCIAL ISSUES:
Bynum believes that everyone, “no matter what you look like, your gender, your race, who you love or where you are from,” deserves equality. [cxxxiv] She supports “inclusive sports” and has said targeting transgender children “is just immoral. " [cxxxv] As a member of the Oregon House of Representatives, Bynum co-sponsored and voted for a bill that would expand Medicaid to authorize protections for gender-affirming care. [cxxxvi] [cxxxvii] She also supported legislation that would require school districts to hire a civil rights coordinator and expand “domestic partnership” eligibility under the Family Fairness Act, and she voted to adopt a joint memorial that alleged Congress should enact legislation to begin the process of implementing reparations for African Americans based on slavery and discrimination.
