ON THE ISSUES
REPRODUCTIVE RIGHTS:
While serving in the Virginia state legislature, McGuire has voted against significant reproductive health legislation, including the Reproductive Health Protection Act that expanded access to abortions and a repeal of a measure that prevented abortion coverage in Virginia health insurance plans. [vi] [vii] In 2022, McGuire co-sponsored a state bill that required abortion providers to receive written consent from individuals seeking an abortion. [viii]
IMMIGRATION & BORDER SECURITY:
During an October 2024 candidate debate, McGuire touted sharing views on immigration that aligned with the Trump administration, including deporting undocumented individuals and allocating resources to building a wall at the southern border instead of providing aid to Ukraine. He opposes an open border policy and argues that under the Biden administration, “13 to 15,000 murderers had been released” into the United States. [ix] McGuire also voted against state legislation addressing undocumented individuals, including bills that would increase financial aid for students, authorize in-state tuition for students, authorize driver’s licenses, eliminate the disclosure of an inmate’s citizenship status, and prohibit law enforcement from requesting an individual’s immigration status. McGuire supported a state bill that would prohibit cities from becoming sanctuaries for undocumented individuals. [x] [xi] [xii] [xiii] [xiv] [xv]
ECONOMY & JOBS:
McGuire has advocated for reigning in federal spending and limiting government interference. [xvi] He has received support from the Virginia branch of the small business association, the National Federation of Independent Business (NFIB). [xvii]
TAXES:
In September 2022, Governor Glenn Youngkin (R-VA) touted signing veteran tax cut legislation introduced by McGuire. The legislation implemented state income tax deductions in retirement income for veterans 55 and older from $10,000 to $40,000 gradually over four years. [xviii]
CRIME & PUBLIC SAFETY:
McGuire opposed a state bill that would eliminate qualified immunity for law enforcement officers and allow officers to be sued for civil rights violations. [xix] McGuire also attempted to prevent reductions in law enforcement agencies’ budgets by introducing a bill that prohibits such with the exception of a unanimous vote from all members of a governing body. [xx] In April 2024, a bill cosponsored by McGuire was signed into law establishing the Task Force on Fentanyl and Heroin, which will study ways for law enforcement officers to combat the manufacturing and trafficking of controlled substances. [xxi]
CLIMATE CHANGE, ENERGY & ENVIRONMENT:
McGuire has voiced support for the United States becoming energy independent through fracking and instilling energy dominance to lower fuel costs. [xxii] In April 2024, McGuire introduced state legislation that would repeal the Virginia State Air Pollution Control Board’s authority to “implement low-emissions and zero-emissions vehicle standards that apply for vehicles with a model year of 2025 and later,” except authorizations granted under existing law for motor vehicle emission standards. [xxiii]
FOREIGN POLICY:
McGuire suggested that the United States should divert funding from supporting Ukraine to aid Americans impacted by Hurricane Helene. [xxiv] He has supported Israel’s right to defend itself against Hamas and urged for the release of hostages, including American hostages in Gaza. [xxv] McGuire is endorsed by Pro-Israel America and the Republican Jewish Coalition. [xxvi] [xxvii]
HEALTHCARE & SOCIAL SAFETY NET:
McGuire has advocated for market-based healthcare solutions. [xxviii] While serving in the Virginia legislature, McGuire voted for a bill that would create a statute of limitations of three years for debt collections from patients by healthcare providers. [xxix]
DEMOCRACY:
McGuire attended the January 6 Stop the Steal rally in 2020. He defended his presence at the rally, stating he did not enter the Capitol building. McGuire argued that during the 2020 election, “Republicans were leading everywhere, and then all of sudden, [Democrats] were way ahead.” [xxx] He has advocated for rolling back election laws introduced by Democrats, urging for voter ID requirements and banning unsecured drop boxes. [xxxi]
SOCIAL ISSUES:
While serving in the Virginia legislature, McGuire voted against legislation that would prevent health insurance providers from denying, limiting, or imposing additional costs for coverage to patients based on gender identity or transgender status. [xxxii]
