REPRODUCTIVE RIGHTS:
Fong is pro-life and has pledged to “always fight on behalf of the unborn.” [vi] As a member of the California State Assembly, Fong voted against a number of bills aimed at protecting a woman’s right to choose and expanding access to reproductive health services, including legislation that would prohibit health insurers from penalizing doctors who perform an abortion procedure, prohibit tech companies from disclosing abortion information to out-of-state law enforcement agencies, establish the California Reproductive Health Equity Fund & Program and the Abortion Practical Support Fund, reduce the cost of abortion, prohibit the recognition of out-of-state abortion lawsuits, prohibit companies from firing employees for obtaining an abortion, and prohibit state legislation on access to abortion and contraception. IMMIGRATION & BORDER SECURITY:
In Congress, Fong will work to “end the chaos on the southern border and approve new border security measures.” [xxv] In September 2024, he voted for the No Bailout for Sanctuary Cities Act, which would make a state or political subdivisions ineligible for federal funding if the jurisdiction intended to use the money to benefit non-U.S. nationals. [xxvi] [xxvii] Fong also voted for a resolution condemning the Biden administration and Vice President Kamala Harris for “failure to secure the United States border” and supported a measure that would make domestic violence and sex offenses grounds for deportation for non-U.S. nationals. [xxviii] [xxix] [xxx] [xxxi] While serving as a member of the California State Assembly, Fong opposed legislation that would authorize DREAMers to participate in County Central Committees, expand Medi-Cal eligibility to low-income adults regardless of immigration status, authorize Medicaid for undocumented families, prohibit California prisons from working with ICE contractors, prohibit landlords from disclosing the immigration status of tenants, and establish a statewide sanctuary policy. ECONOMY & JOBS:
Fong believes free-markets and competition “are the keys to a successful economy and good-paying jobs.” [xliv] As district director for former House Speaker Kevin McCarthy, Fong worked to develop policies that allowed for business expansion and enhanced job opportunities and has worked with small business owners “to create a climate for small business growth.” [xlv] He has argued that bureaucrats and lawyers “have created a nightmare of regulations” that have harmed small businesses. [xlvi] Fong has opposed efforts to expand paid family and sick leave in California. [xlvii] [xlviii] [xlix] [l] [li] [lii] He has also voted against legislation that would allow state legislative staff to unionize, authorize collective bargaining for childcare workers, and increase the minimum wage for healthcare workers to $25 per hour. [liii] [liv] [lv] [lvi] [lvii] [lviii] Notably, Fong also opposed a law in California that would require employers to designate the majority of freelancers or gig workers as employees. [lix]
TAXES:
Fong opposes new taxes and has worked to “lower taxes, reduce burdensome regulations and limit government overreach.” [lx] [lxi] According to his campaign website, Fong “led the fight against a massive new gas tax” as a member of the California State Assembly and called for a permanent reduction in state income taxes in 2022. [lxii] [lxiii] In 2019, Fong voted against legislation that would increase income taxes for California residents who earned more than $1 million per year. [lxiv] [lxv]
CRIME & PUBLIC SAFETY:
Fong believes it is the government’s responsibility “to ensure safe communities by providing high quality public safety services” and has accused California of prioritizing the protection of criminals over law-abiding citizens.[lxvi] He opposed California Prop 47, a 2014 initiative that turned some nonviolent felonies into misdemeanors. [lxvii] [lxviii] During his time in the California State Assembly, Fong opposed several measures aimed at addressing police violence and holding law enforcement accountable, including legislation that would prohibit police departments from authorizing certain restraint techniques, prohibit the use of tear gas on protestors, expand the public’s access to police records, authorize counties to establish a Sheriff Oversight Board, prohibit the transfer of police officers following misconduct convictions, and establish restitution for victims of police violence. [lxix] [lxx] [lxxi] [lxxii] [lxxiii] [lxxiv] [lxxv] [lxxvi] [lxxvii] [lxxviii] [lxxix] [lxxx] He also opposed a bill that would require California law enforcement agencies to receive approval before acquiring military-grade equipment. CLIMATE CHANGE, ENERGY & ENVIRONMENT:
According to his campaign website, Fong has “helped to lead the conversation on energy independence in California” and has pledged to “defend the Central Valley’s water and energy resources.” [lxxxiii] [lxxxiv] However, he has criticized “misguided environmental laws” he argued had cost his community jobs and weakened the economy. [lxxxv] He previously advocated for taking money away from high-speed rail projects and reallocating it to build new state reservoirs “in order to store water in the good years and weather the next drought.” [lxxxvi] He has praised his community for leading the state in oil and natural gas production, as well as in renewable energy, and criticized “onerous regulation and bureaucracy” that “threaten our ability to power our state.” [lxxxvii] In the California State Assembly, Fong opposed legislation aimed at safeguarding the environment and combating climate change, including bills that would establish the California Climate Crisis Act, oppose offshore drilling, extend California’s cap-and-trade policies, increase the state’s renewable energy target, require large companies doing business in California to disclose their climate risk and carbon emissions, and appropriate funds for various clean energy programs. FOREIGN POLICY:
Fong believes the United States “must stand with Israel.” [cvi] In Congress, Fong has supported legislation that would continue U.S. policy requiring goods produced in the West Bank of Gaza to carry specific markings that indicate their origin. [cvii] [cviii] He has criticized the Biden administration’s withdrawal from Afghanistan and voted to condemn President Biden, Vice President Harris, and several other individuals for their role in the withdrawal and noncombatant evacuation operation. [cix] [cx] Fong has long opposed China and voted for a bill that would require the president to impose sanctions on any member of the Chinese Communist Party Central Committee who is determined to have played a role in developing or implementing policies that violate the autonomy of Hong Kong, harass or intimidate the people of Taiwan, or contribute to the oppression of Uyghur Muslims.[cxi] [cxii] He also voted for the Protect America’s Innovation & Economic Security from CCP Act, which would reestablish a program within the National Security Division of the U.S. Department of Justice to counter nation-state threats to the United States, curb spying by the Chinese Communist Party, and protect critical U.S. infrastructure from foreign threats, among other provisions. HEALTHCARE & SOCIAL SAFETY NET:
While working as then-Representative Kevin McCarthy’s district director in 2015, Fong said his office was working on an alternative to the Affordable Care Act, stating, “We obviously want it repealed and replaced.” [cxv] In Congress, Fong voted for the Social Security Fairness Act, which would repeal provisions that reduce Social Security benefits for individuals who receive other retirement benefits, such as a pension from a state or local government. [cxvi] [cxvii] As a member of the California State Assembly, Fong voted against legislation that would require citizens to purchase health insurance, limit what hospitals can charge for emergency care, require large group health plans to cover medically necessary prescription drugs, establish a statewide individual mandate program for health insurance, and allow the state to contract with drug manufacturers to produce low-cost generic drugs.[cxviii] [cxix] [cxx] [cxxi] [cxxii] [cxxiii] [cxxiv] [cxxv] [cxxvi] [cxxvii]
DEMOCRACY:
In Congress, Fong voted for the Safeguard American Voter Eligibility (SAVE) Act, which would require voters to provide documentary proof of U.S. citizenship in order to register to vote in federal elections. [cxxviii] [cxxix] He also voted for the No Foreign Election Interference Act, which would impose penalties on tax-exempt organizations that make political contributions after receiving a donation from a foreign national. [cxxx] [cxxxi] While serving in the California State Assembly, Fong opposed legislation that would establish an independent Citizen’s Redistricting Commission in Sacramento County, amend the signature gathering process for ballot initiatives, authorize vote by mail absentee ballots, allow individuals on parole for a felony conviction to vote, and authorize same day voter registration. SOCIAL ISSUES:
As a member of the California State Assembly, Fong opposed bills that would require retailers and department stores to have a gender neutral section, recognize nonbinary as an official legal gender, establish privacy rights for gender-affirming care, authorize incarcerated transgender individuals to be housed by gender identify in California prisons, and establish state protections for healthcare providers who prescribe gender-affirming care from out-of-state legal action.
