ON THE ISSUES

REPRODUCTIVE RIGHTS:

Rivas supports reproductive freedom and believes women “need to fight for abortion access, reproductive health and the right to control our own bodies.” [v] She has warned that “anti-abortion extremists” around the country are attacking “fundamental freedoms.” [vi] Rivas would support codifying abortion rights into federal law. [vii] As a member of the California State Assembly, Rivas voted for a number of bills aimed at protecting a woman’s right to choose and expanding access to reproductive health services, including legislation that would prohibit health insurers from penalizing doctors who perform an abortion procedure, prohibit tech companies from disclosing abortion information to out-of-state law enforcement agencies, establish the California Reproductive Health Equity Fund & Program and the Abortion Practical Support Fund, reduce the cost of abortion, prohibit the recognition of out-of-state abortion lawsuits, prohibit companies from firing employees for obtaining an abortion, expand the list of who can perform abortions, prohibit the suspension of medical licenses for performing abortions, and prohibit state legislation on access to abortion and contraception. [xxviii] [xxix] Additionally, Rivas co-sponsored a 2024 measure that would authorize Arizona abortion providers to establish offices in California and provide immediate care to patients from Arizona who traveled to California to receive abortion services. IMMIGRATION & BORDER SECURITY:

Rivas has criticized Trump’s immigration policies, including the separation of families at the border. [xxxii] [xxxiii] She supports making improvements to the asylum process and creating a pathway to citizenship for undocumented immigrants who are in the country illegally. [xxxiv] While serving as a member of the California State Assembly, Rivas has supported legislation that would authorize DREAMers to participate in County Central Committees, expand Medi-Cal eligibility to low-income adults regardless of immigration status, and prohibit California prisons from working with ICE contractors. ECONOMY & JOBS:

Rivas believes all workers deserve safe working conditions and introduced a bill in the California State Assembly that provided additional tools to enforce existing workplace safety laws. [xli] Rivas has supported efforts to expand paid family and sick leave in California. [xlii] [xliii] [xliv] [xlv] [xlvi] [xlvii] She has also voted for legislation that would allow state legislative staff to unionize, authorize collective bargaining for childcare workers, and increase the minimum wage for healthcare workers to $25 per hour. TAXES:

In 2019, Rivas voted for a bill that would increase income taxes for California residents who earned more than $1 million per year. [liv] [lv]

CRIME & PUBLIC SAFETY:

During her time in the California State Assembly, Rivas has supported several measures aimed at addressing police violence and holding law enforcement accountable, including legislation that would prohibit police departments from authorizing certain restraint techniques, prohibit the use of tear gas on protestors, expand the public’s access to police records, authorize counties to establish a Sheriff Oversight Board, prohibit the transfer of police officers following misconduct convictions, and establish restitution for victims of police violence. CLIMATE CHANGE, ENERGY & ENVIRONMENT:

Rivas supports oil drilling restrictions. [lxx] In the California State Assembly, Rivas has supported legislation aimed at safeguarding the environment and combating climate change, including bills that would establish the California Climate Crisis Act, increase the state’s renewable energy target, require large companies doing business in California to disclose their climate risk and carbon emissions, and appropriate funds for various clean energy programs. [lxxi] [lxxii] [lxxiii] [lxxiv] [lxxv] [lxxvi] [lxxvii] [lxxviii] [lxxix] [lxxx] She also supported measures that would increase tax rebates for electric vehicles and require all new self-driving cars to be zero-emission by 2030. FOREIGN POLICY:

Rivas was endorsed by the Democratic Majority for Israel PAC. [lxxxv] [lxxxvi]

HEALTHCARE & SOCIAL SAFETY NET:

As a member of the California State Assembly, Rivas has voted for legislation that would require citizens to purchase health insurance, limit what hospitals can charge for emergency care, require large group health plans to cover medically necessary prescription drugs, establish a statewide individual mandate program for health insurance, and allow the state to contract with drug manufacturers to produce low-cost generic drugs. While serving in the California State Assembly, Rivas has supported legislation that would establish an independent Citizen’s Redistricting Commission in Sacramento County, amend the signature gathering process for ballot initiatives, authorize vote by mail absentee ballots, allow individuals on parole for a felony conviction to vote, and authorize same day voter registration. SOCIAL ISSUES:

While serving in the California State Assembly, Rivas has supported bills that would require retailers and department stores to have a gender neutral section, establish privacy rights for gender-affirming care, authorized incarcerated transgender individuals to be housed by gender identify in California prisons, and establish state protections for healthcare providers who prescribe gender-affirming care from out-of-state legal action.
