ON THE ISSUES

REPRODUCTIVE RIGHTS:

McGarvey has said he would vote to legalize abortion federally. He would also “continue to fight in Congress for increased access to quality, affordable health care, especially comprehensive reproductive, maternal, and newborn health care, and will vote to require that health insurance providers cover birth control.”[iv]

ECONOMY, JOBS & TAXES:

McGarvey has supported “at least four weeks of paid family leave, subsidizing affordable childcare and passing universal pre-Kindergarten.”[v] He also has supported increasing the minimum wage to $15 and then indexing it to inflation. He also has supported making the Child Tax Credit permanent. He has vowed to co-sponsor and support the PRO Act, to protect the right to form a union and collectively bargain, among other reasons. HEALTHCARE & SOCIAL SAFETY NET:

McGarvey supports Medicare for All. He supports increased resources for rural health care systems, allowing Medicare to negotiate drug prices, and expanding insurance coverage to include vision, dental and hearing.[vii]

IMMIGRATION & BORDER SECURITY:

McGarvey has said he supports a “broad path to citizenship” for undocumented immigrants, and he has vowed to oppose mainstream Republican policies on immigration, including those that would “make it hard for undocumented women to report crimes under the Violence Against Women Act.”[viii]

CRIME & PUBLIC SAFETY:

McGarvey has said we must address “the disparities with which Black Kentuckians are treated by police and by our criminal justice system.” He has supported the George Floyd Justice in Policing Act “to ban some of the worst practices we’ve seen in policing and to take a step toward ending police brutality.”[ix]

GOVERNMENT INSTITUTIONS & ELECTION SECURITY:

McGarvey has said Congress must pass the John R. Lewis Voting Rights Advancement Act. He has said we must expand absentee voting, create automatic voter registration, and same-day voter registration, allow for early voting and ballot drop boxes, and make election day a federal holiday.[x]

EDUCATION:

McGarvey supports universal pre-kindergarten and free community college. He also has called for increased funding for public universities.[xi]

CLIMATE CHANGE, ENERGY & ENVIRONMENT:

McGarvey supports a dramatic expansion in renewable energy production in the United States. He has called for infrastructure spending to speed the deployment of electric vehicles, tax incentives for consumer purchase of union-made and American-made electric vehicles, and a federal clean energy standard “that incentivizes investor-owned electric utilities to achieve greenhouse gas emissions reductions while creating millions of good-paying jobs to build the clean energy infrastructure necessary to make this transition.”[xii]

GUN SAFETY:

McGarvey has pushed to ban guns in the Kentucky Capitol and to strengthen the state’s background check system.[xiii]

FOREIGN POLICY:

McGarvey sponsored resolutions to condemn Russia’s aggression in Ukraine and to “affirm support for Ukrainian sovereignty.”[xiv]
